Emphasising that social benefits from allocations outweighed its worth in size, she said, “The budget size in 2025–26 exceeded Rs 8.8 lakh crore, along with a supplementary outlay, but actual expenditure remained under 50% by Feb this year.” “If core sectors linked to farmers, health and villages cannot spend their budget, what is the point of increasing the outlay every year?” she said while flagging concerns over revenue projections. Accusing the govt of betraying the youth, she said, “Contractual jobs, with meagre wages of Rs 8,000–12,000 a month, limited security and social protection are of little help to youth. A clear policy guaranteeing permanent jobs with dignified pay scale is needed,” she said .She criticised the implementation of the Mahatma Gandhi National Rural Employment Guarantee Act, alleging that changes in funding patterns and low wage rates weakened rural income support in UP.
