Police Manthan concludes with focus on disaster management, organised crime

Lucknow: The two-day state-level senior police officers’ conference, Police Manthan 2025, concluded on Sunday at the Uttar Pradesh Police Headquarters, with detailed deliberations and presentations on key internal security and policing challenges facing the state.On the final day, four thematic sessions were held, highlighting emerging risks, technological interventions, and best policing practices aimed at strengthening law and order, public safety, and disaster preparedness across Uttar Pradesh.Session eight focused on disaster management, civil defence, and home guards. A panel led by nodal officer DK Thakur, director general, Civil Defence and UPSSF, presented an in-depth analysis of the risks posed by climate change, rapid urbanisation, high population density, and the increasing frequency of natural and man-made disasters.The presentation emphasised the implementation of the Incident Command System (ICS) in Uttar Pradesh to ensure effective disaster response, maintenance of law and order, crowd and traffic management, and the safe evacuation of people during emergencies. The crucial operational role of civil defence and home guards as frontline response forces was highlighted.Session nine dealt with large crowd management and was presented by a panel led by Praveen Kumar, Inspector General, Ayodhya Range. The session examined challenges associated with managing massive religious, cultural, and political gatherings. Officers were briefed on the use of artificial intelligence-based tools such as crowd density analysis, geo-tagged sequential parking systems, predictive analytics, digital dashboards, drone surveillance, and physics-based simulations. These technologies, the panel noted, help authorities anticipate crowd behaviour, plan proactively, respond swiftly to emergencies, and ensure safe and orderly evacuation when required.Session ten focused on intelligence and emerging threats. A panel led by Bhagwan Swaroop, additional director general of police (Intelligence), discussed challenges arising from the misuse of social media, including misinformation campaigns, deepfakes, dark web activities, and the presence of terrorist networks online. The session also included a detailed discussion on organised religious conversion activities. Measures to mitigate social media-related threats, strengthen intelligence collection, and enhance future preparedness were outlined.Session 11 addressed anti-terror operations, narcotics, cattle theft, and other organised crimes. A panel led by Amitabh Yash, additional director general of police (Law and Order), analysed new dimensions of terrorism linked to international borders with Pakistan, Bangladesh, and Nepal. The presentation stressed the need to strengthen international border surveillance and highlighted the use of advanced technologies such as artificial intelligence and financial trail analysis to curb internationally funded religious conversion rackets. Efforts and future strategies to tackle narcotics trafficking and substance abuse, described as complex and highly organised challenges, were also discussed.An additional session showcased best practices and innovations adopted by various police units. Presentations included innovations by the Government Railway Police, the Police Inventory Management System introduced by Agra Traffic Police, bail guarantor verification in Bhadohi, Operation Jagriti in Kasganj, database-based performance ranking of gazetted officers in rural Saharanpur, and the innovative use of Section 107 of the Bharatiya Nyaya Sanhita in rural Aligarh.The conference concluded with a collective emphasis on technology-driven policing, intelligence-led operations, and institutional innovation to address evolving security challenges and improve public service delivery across Uttar Pradesh.
