UP: CM Yogi Adityanath calls for annual ‘Police Manthan’, stresses action-oriented follow-up and national security focus | Lucknow News
LUCKNOW: Chief minister Yogi Adityanath on Sunday said that key issues discussed during the two-day Police Manthan must translate into immediate decisions and measurable action on the ground, underlining that the forum should not remain limited to deliberations alone.Addressing senior police officers at DGP HQ in Lucknow, the Chief Minister described Police Manthan as a “highly significant session in the context of Vision 2047” and said it should be institutionalised as an annual calendar event. He stressed that while themes may evolve each year, a structured system must be in place to review progress on issues discussed earlier.
He directed that progress reports be regularly monitored at the level of the Director General of Police, with departmental coordination to identify and remove operational bottlenecks in time. Emphasising implementation, the CM said discussions must move beyond ideas to practical execution at the grassroots.Referring to presentations made during the conference, he cited an Agra case highlighting links between illegal religious conversion patterns and emerging national security challenges, calling it “eye-opening” and warning that similar trends could surface elsewhere. The Chief Minister said police forces must prepare proactively for such complex future threats.He also suggested holding the annual two-day conference in the last week of December, with space for recognising success stories and best practices, and praised the police leadership for ensuring focused, time-bound deliberations during the event.Addressing the concluding session, the Chief Minister said the conference featured 11 intensive sessions covering police station management, civil defence, disaster and crowd management, intelligence challenges, the role of social media and NGOs, open-border vulnerabilities along Nepal, counter-terrorism, narcotics trafficking and organised crime. He said these discussions reflected the changing nature of security threats and the need for out-of-the-box yet lawful policing.CM Yogi underlined that public perception of Uttar Pradesh has transformed over the past eight to nine years due to improved law and order. “Without security, expressways, airports, metro networks, rail connectivity and record investment would not have been possible,” he said, noting that UP now accounts for nearly 55% of India’s expressway network and is set to operationalise the country’s largest airport.Emphasising the rule of law, the Chief Minister said governance and welfare delivery in the state are transparent and non-discriminatory, while those attempting to defy the law have faced strict action. He highlighted minimal political interference, administrative stability and longer tenures for police officers as key reforms enabling effective policing.Stressing the importance of human intelligence, CM Yogi called for continuous dialogue between police officers and citizens, elected representatives, intellectuals, religious leaders, traders and entrepreneurs. “Policing cannot be done from headquarters alone. Sensitivity, communication and trust at the grassroots are our strongest tools,” he said.He also spoke on the implementation of the three new criminal laws—Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam—urging widespread awareness and training to ensure justice-based, transparent and accountable policing.Highlighting infrastructure upgrades, he recalled how dilapidated police lines and barracks have been replaced by modern high-rise facilities across districts. He noted the reorganisation of PAC units, increased recruitment of women personnel—from 13% to 36%—and expansion of Mission Shakti initiatives to strengthen women’s safety.The chief minister called for rapid progress on cyber headquarters, standardised police commissionerate buildings, model police stations for urban and rural areas, and better resources for constables to prevent dependency on informal means. He said Police Manthan should become an annual institutional platform with regular progress reviews to ensure discussions translate into ground-level action.Concluding, CM Yogi congratulated the DGP, senior officers and award-winning police personnel honoured during the event, stating that the roadmap prepared during the conference would play a critical role in safeguarding national security, strengthening public trust and building a modern police force for the challenges ahead.
