Lucknow: With over 12 lakh uncollectable forms, the state capital Lucknow leads the tally of 75 districts in Uttar Pradesh both in terms of absolute numbers as well as percentage (over 30%) in the Special Intensive Revision (SIR) exercise. In terms of absolute numbers, Lucknow is followed by Prayagraj (11.5 lakh), Kanpur Nagar (9L), Agra (8.3L) and Ghaziabad (8.1L).Of the 2.88 crore uncollectable forms across Uttar Pradesh, over 79.52 lakh voters are marked ‘untraceable/absent’, while a staggering 1.29 crore—more than the entire population of 120 countries—are classified as having ‘permanently shifted’. The data, current as of December 27, paints a picture of a vast and restless electorate, where millions have simply slipped from the state’s electoral grasp. “These figures suggest a capital in flux, where rapid migration, urban resettlement, and outdated records have created a significant gap between the official roll and the reality on the ground,” claimed an official source of poll body. According to UP chief electoral officer, 2.88 crore SIR forms of the voters now stand ‘uncollectable’ category which is further divided under sub-categories such as ‘permanently shifted’, ‘untraceable/absent’, ‘death’, ‘already enrolled (self-declared duplicate voters)’ and ‘others’ (who did not submitted signed SIR forms to BLO). The highest number of voter deletion under death category was from Prayagraj with 1.73 lakh deletions, followed by Gorakhpur (1.32 lakh), Sitapur (1.29L), Lucknow (1.28L) and Bareilly (1.15L). Total 46.23 lakh votes were declared deceased in the SIR. Under ‘already enrolled’ category, the SIR found 25.47 lakh voters in UP, with Prayagraj on top with 1.07 lakh voters who self-declared their duplicate voter ID cards. This was followed by Bahraich (87,910), Gorakhpur (78,849), Jaunpur (72,760) and Kanpur Nagar (67,480). More than 7.74 lakh voters did not return their SIR forms to BLO.
